Just a quick question: My grandmother had a fluorescent light fixture which confuses me. It has one bulb and two switches: One latches and applies power to the bulb and lights up the ends of the tube, the other one is spring loaded and, when pressed, fully activates the bulb. What kind of system is that?

That is most likely a manual preheat system, which has a momentary contact switch, which basically puts you in place of the starter. You have to hold the button for a few seconds until the ends glow and then let go and the bulb will come on.
