Not only is it similar, it's even better and much more customizable with the lowpass effect because you control how gradual you want the muffling to be over a custom time with keyframes! Thank you so much for this comment, it helped me more than you know!

I think when you're in the effect controls area there's a little stopwatch icon, go to the start of your clip, click it. It'll create a keyframe with whatever settings you have for the effect... Then create another with the other settings you want. Premiere will transition between them. :D Hope I helped.

open individual parameters in parametric equalizer effect. put keyframes on high shelf frequency and high shelf gain to move the point and make different graphs over time.
