he only laughed like this when he was nervous. a lot of times when jomo kenyatta would call him over the phone, moi would laugh hysterically not because jomo was saying something funny but that it was Moi's knee-jerk reaction to help himself calm down and be at ease during such strenuous moments.

This was during the Cold War era, and Kenya was the darling of the West. In fact this was President Moi’s 2nd visit to the USA under President Reagan. Clearly the two got along well.
