Heck even people who are still living in tribal huts in South African villages have electricity! We also forget that even if theft and corruption was not a factor, Democratic South Africa still would have not had the time and budget to build plants fast enough to meet the connection rate. Building a single plant takes almost 10 years, while connecting a community takes 1-2 years. So in that 10 year period where you are still spending a trillion rand on a new single plant, you have probably connected enough new people to the grid that you actually need two new plants at the end of that 10 year period.
