How long does it take after the 10 layered paper mache completely dries ?

I would say that applying each layer + the drying time would take about 20-30 minutes, so all 10 layers together would take about 4-5 hours.

Is it ok if I use normal or toilet paper than newspaper-paper?

Yes, it is possible. Toilet paper is fine, only that you might need to apply more layers since they might be thinner than newspaper. And with normal paper, first you need to crunch it up in your hands several times to make it feel softer this way, and then youre good to go!
