I would do some extra maintenance on that rust by using a Dremel tool inside and sand or grind the rust out clean, spray some etch primer, and then asphalt rock guard it. If needed use your spray after that for double protection. I think rust will keep on growing if you do not remove it as best as you can. That's just my two cents!
