It doesn't matter what color or colors your splatter is, as it is just a frame for your mask. It can be a rainbow splatter and your mask will still fill the whole area.

DPI depends on the size of the area you are printing on. If you are designing for a shirt use 4500x5400 pixels and you will end up with better than 300 DPI. Example: a design that is 4000x4000 pixels printed on a product that is 10x10 inches will give you a DPI of 400.
