I am currently having the same issue with my l2350dw model and pretty much did exactly what you did except the main board looks different. When I look at my voltages, I'm only getting around 2.5V d.c. at the capacitors and 0.0V at the ribbon strap similar to the one you tested and not 23V. The board is labled and shows what the voltages should be 23V but I not getting any of those. I'm also getting continuity thru a fuse nearby so I know it's not the fuse. There's also another board close by which I think might be the low voltage power supply but I'm not sure. I am stumped. Anyone have any suggestions??
