Mmm... That's weird. Must be a new bug. There's a subway tunnel just south of the police station. It's what I usually use to lose them.

2:55 do not shoot them as this will draw in policy 5:25 you do not have to just limit yourself with just the sniper even though Lester tells you this you can use any NON EXPLOSIVE weapon to take down the target 5:37 but do not use EXPLOSIVE weapons or you will fail the mission

How to start the setups?

You have to first talk to Lester. There's a giant yellow "L" on the east side of the city just over a bridge. You have to go there first, and then afterward, he'll call you. You also need an apartment that can utilize the heist, which are apartments that are 200k+. I use the one at Alta St.
