I have worked in the apple industry for 20 years and have experience with industrial refrigeration and cold storage. the spray foam is your best bet however any place you cut the insulation will have to be sealed tight. same with closed cell foam. while the foam its self won't hold water like you said water can still get behind it and cause corrosion . either way you go I would prep the metal with the product you mentioned. on all of our refrigeration lines the raw metal is cleaned bare painted with a rust inhibitor insulated with a closed cell foam then sealed with a pvc shell the industry used to use an isolation called rubetex and the pipe would sweat inside the insulation and rust horribly. the cheapest easiest way would be to spray foam it and seal anywhere you cut it. if you use the closed cell I would carefully glue it all down and/or together so no water or air can get behind it.

Indeed the "fun part" of the build watching it come together while Jimmy explains the reasoning behind each race-part. I was also wondering why the pro-car wheel wells get just steel-it and no raptor-liner? My guess is that at least for the rear tubs that the rubber build up would be harder to remove.

I'd be interested to see the effect of the more belt engagement on the pump/alt as that will put a higher (than OEM) radial loads on the bearings. Will it be noticeable? Maybe? Will it kill more PS pumps because of the higher load on the pulley? Maybe. Just something to think about, if you start killing the PS pumps, maybe try the OEM Alt + PS configuration.
