I actually remember my granddad growing bulbous Fennel & it was used both in sauces AND of course sweets like cookies & biscuits. We used to get to chew on the celery-like bulb. We called it “Fennel Finocchio” as opposed to the Fennel Seeds. I approve of Fennel, just a pinch in sauce so I’m going to try Paul Neumann‘s sauce when or IF, I don’t just make my own sauce & freeze it when needed.
