Height advantage vs. lower ground targets does indeed give plasma a significant range increase. You'll see it very commonly with static artillery built on hills and things like the geo Cerberus, but also thugs and maces will gain such a huge range advantage that they get near complete tactically superiority vs. other t1 units when mostly equal cost armies are going at it.

12 min ROI? doubt. wind is 2-16

On solar its 12. Wind is so Al over the place its hard to make a accurate estimate. Also with wind it would vary per map.
