In this video we review the PIKO Measurement car 55050.
This car let you measure the sped of a train and the distance covered by it.It measures as well the inclination at a specific point and the cottage of the tracks.

How does this measure AC voltage from Marklin track? Or does it not do this?

I paid 2200 NOK, which is around 250 €.

The fact that is is opnly in german language is a disgrace. It should be multilingual!!
