Effective monitoring and evaluation begins with project design. During this webinar, originally held on 5/20/16, M&E Technical Advisor Jaime Costigan proposes two M&E standards for consideration by refugee service providers during project design and proposal development. She then recommends practical steps towards meeting the standards. Kasia Kedzia, Director of Evaluation at Lutheran Immigration and Refugee Service (LIRS), also presents practical examples of how M&E is integrated into project or program design processes at LIRS.

Kasia Kedzia is the Director of Evaluation at LIRS. Kasia brings 10 years of experience in performance management and capacity building in developing countries. Kasia has supported clients to develop results-oriented management, program- and project-level performance management plans and training curricula to support strategic planning, performance management, data quality, and compliance with USG rules and regulations for results-oriented management. At Lutheran Immigration and Refugee Services (LIRS), Kasia is designing a results-oriented, organization-wide Monitoring and Evaluation (M&E) System and Business Processes to inform staff, management, Board of Directors and other stakeholders about LIRS outcomes and impact.
Jaime Costigan is the Monitoring and Evaluation Technical Advisor with IRC’s US Programs. In this role, she leads the Monitoring and Evaluation Technical Assistance (META) Project, which aims to support the efforts of refugee service providers to improve their capacity to collect, manage, analyze and use data. Prior to taking on this position, Jaime worked with IRC’s Child and Youth Protection and Development unit, providing child protection technical support to country programs, with a particular focus on providing technical support in the area of project design, monitoring, and evaluation. Most recently, she worked with the IRC’s Research Evaluation and Learning Unit as the IRC’s Senior Monitoring for Action Coordinator, leading an initiative to improve the quality and use of data throughout the IRC’s international programs.
