Soalan 1 a) Dr Jess Dart( Penerima Anugerah Pembangunan Penilaian Antarabangsa), pengalaman selama 20 tahun dalam penilaian. Soalan 2 a)Memupuk bahawa penilaian dan pemantauan adalah sesuatu yang menjadi keutamaan. b)Dapat dikhursuskan dangan baik supaya tidak terlalu umum. c)Dapat membaik model/ kerangka dalam sesuatu program secara baik dan logic. d)Dapat membina persoalan yang sebenar untuk membentuk gambaran terhadap Penilaian dan pemantauan dalam sesuatu program. e)Memilih kaedah campuran untuk menerangkan sesuatu program f) Untuk meningkatkan kapasiti pekerja dalam organisasi di mana memberi kesedaran bahawa pelaksanaan tugas adalah tanggungjawab semua. g)Mengaplikasikan dan mengamalkan amalan pengurusan yang baik sepertimana yang diamalkan oleh Jepun dimana menggunakan kaedah penilaian an pemantauan dari awal pelaksanaaan program. Soalan 3 a)Terlalu banyak deskripsi dalam laporan ,data yang dikumpul oleh pelbagai pihak tidak dirumuskan dan tidak menjawab kepada persoalan yang utama dan menyebabkan pembaca tidak dapat mengenalpasti idea utama. b) Tiada bukti atau fakta dalam menyokong ‘judgement” manyebabkan jawaban tidak kukuh dan tidak menjawab persoalan .

How do M&E, learning and knowledge and accountability integrate? Is there any mechanism?

They are all elements of the overall system and suitable feedback loops would connect them all. As the project progresses they would each be monitored and reported on, if they were important to the outcomes of the project.

ME programs can be very misleading. The biggest problem is when researchers get too technical and try to quantify all the data. The real analysis almost always gets lost.
