all the notes I've seen say that removing a H from the benzene (to make it C6H5) makes a phenyl group. Don't you remove a H even when you're adding Cl? why is that not phenyl??

Chlorobenzene is the IUPAC name and is what should be used in A Level exams. Chlorine being the functional group. The rules regarding phenyl and benzene go beyond the A Level spec so you just need to memorise the names.
