All death penalties (and they should be handed out much more frequently) should be carried out within one year of the sentence being handed down. All appeals (which will be given absolute priority) must be exhausted during that time.

If the death penalty was administered equally across racial groups, you would not have this travesty of justice. I remembered two murders of missouri state troopers. These were separate murders. The black guy receive the death penalty and was executed for a traffic stop incident. The white guy who was a white supremacist member tried to kill two state troopers with a mac-10. He suceeded in killing one and wounding the other in a traffic stop. There are some heinous crimes that deserves the final penalty. But how that penalty has been carry out throughout its history is troubling.
