Class action lawsuit(s), the only way to get traction to end QI is to get court action showing these abuses. When insurance companies raise the prices and refuse to insure, then you aet attention. Every Officer who failed to intervene when policy demanded they do so should be named. The Police union, the organization who these officers band together in, should be named. 'qualified immunity' is why taxpayers always foot the bill for these kinds of lawsuits... there are only a handful of States that did away with qualified immunity and we are seeing a massive change in the police officers behavior in those States now because of this.... this is why qualified immunity needs to be abolished nation wide... the old Supreme Court CREATED this qualified immunity out of fantasy and made it 'law'... it was never voted on, never brought before Congress, never signed by the President... no, just 'created' out of thin air by an older Supreme Court that didn't want to see a government agent prosecuted for their bad behavior.... now it's proving that it was a horrible decision and needs to be overturned... it's up to the current Supreme Court OR State or National Congresses to get rid of this nightmare.. the other problem is that the lawsuits are too small... $50,000 here, $100,000 there... for big cities this is not even a drop in the bucket for their budgets... $100 Million, $500 Million, now THESE are what's going to hurt the city and have them waking up and scrutinizing the police department and bad cops' behavior much more closer.... when they realize that they will bankrupt the city with these bad cops, THEN and only then will they start trying to curb this kind of behavior....

Unless they revoke officer Pepper's certificate to be an officer he will just go to another police department and begin doing the same old same old thing all over again. Another reason society no longer hold police in high esteem their union fights for the bad officers, so they make it almost impossible to fire them unless there record in sealed and deleted. That is so these bad officers can go to work at another police department and continue to pay union dues.

Anytime an officer files a false report, he should be immediately fired, charged with perjury and permanently barred from serving in law enforcement anywhere. Additional charges such as assault should be considered if warranted. If a fellow officer corroborates a false report, that officer should be charged with conspiracy and likewise charged with perjury. This particular officer has demonstrated that he is unfit and can not control his temper and will choose to escalate. If not fired, do not be surprised when this individual kills someone over another false charge.

Police training in America: 1) Yell "Stop resisting" before assaulting the suspect. 2) Yell "He's reaching for my gun" before shooting the suspect. 3) Say "I smell marijuana" when you want to search a car. 4) Always demand ID from everyone no matter what they are doing. 5) If you can't make up a charge to arrest someone, place them in handcuffs, push them in the back off body camera, say "Stop resisting" and tell them they're under arrest for resisting arrest.

I want you to give your comment some extra thought. Understand I am NOT defending prosecutors. I am attempting to inject some more information. First I want to direct you to the Christina Pumphrey story out of Florida. She was one of the primary people behind now-convicted felon then cop Zach Wester being put in prison for planting drugs. She then found herself in a highly toxic work atmosphere because she did what she did. Then she finally quit working as an assistant prosecutor. My now 48-year-old GF worked as an assistant Prosecutor for almost 17 years. There were many times she wanted to bring charges against bad cops and had the proof but was blocked by her bosses. She finally had enough and quit. The lion's share of the prosecutorial workload is being carried by assistant prosecutors. The primary problem with cops getting by is the elected state attorneys fear upsetting the population as well as cops coming after them. For this reason, I believe the states need to add a responsibility to the state AGs to have people assigned to go after cops and all it should take is being notified of a crime. These prosecutions should by state law not fall within a local DAs authority.

Pepper will kill or seriously injure someone one day. He probably won't face the court system. His superiors certainly won't be held accountable. When will it be accepted that many people join the police force, not out of any sense of community service, but because it gives them the right to order around, bully and punish the general public. This is a heady allure for many people of a certain personality type. Sure, they'll perform the day to day tedious tasks of 'public service', but they do it for the adrenalin rush of a good, one-sided fight that they will always win because if they don't, they'll have the full backing and endless funding of their union to take the final victory in court. If you DARE resist or fight back when you are being assaulted by a psychopath with a badge, you will be made to pay, and if the badge-wearer goes too far and injures or kills, DON'T WORRY! - the taxpayers will pick up the bill! Can you imagine another circumstance where public funds are used to train and weaponize a bunch of poorly trained thrill-seekers to take all their special privileges and use them against the very people who fund them? They are allowed to lie to those they swear to protect, they are trained to enter every situation by 'getting the upper hand as soon as possible', they are told that if they screw up they will enjoy qualified immunity, and all this is conveyed to them at a training academy that is often just 16 to 18 weeks long. 4 months at school before they are let loose with a gun, Tazer and Qualified Immunity - a hairdresser needs three years of training before being let loose on the public with scissors and a hairdryer!! is the system flawed? Qualified Immunity is does not protect cops that have committed crimes or civil rights violations. It never has. Qualified Immunity protects cops for improper application of the law. In other words, if a cop arrests someone because they just didn't understand the law, they are covered by Qualified Immunity. If they violate civil rights or commit crimes, they do not get qualified immunity. Now, just because they don't get qualified immunity doesn't mean that anything happens to them. Cops regularly get sued and lose, but the city, county, or state almost always pays the settlement. They regularly get investigated by the police departments that often simply say that the cops acted properly, but you can still sue, and if a jury finds that their actions were unreasonable or that they violated your constitutional rights, then they lose the suit and the victim gets the settlement.

A lot of people don't have the abilities to fight or stand against these things. This is why our founders never intended for the government to have this authority do wrong and just get away with it. I look at anyone in government as they should know the law as good as the citizens. Law enforcement officers have no authority until a crime is committed. That's why it's innocent until proven guilty or at least it's supposed to be that way. Now it's guilty until the court says you're guilty because they must back each other's play. Taking that ability of corruption out of the possibilities is what's needed.

The lawyers can appeal later. But to say NEVER protect bad cops, I don't know about that. There are plenty of bad judges that will side with bad policing. Also part of the problem is as you said "if a cop arrests someone because they just didn't understand the law". How can they enforce laws they don't understand. The local government should be sued for failure to provide proper training. Less than a year of training for a job that give someone so much power over everyone's life they encounter is not enough

I was a field training officer and had a trainee that I wrote up for being way too aggressive and tried to get people to fight him on traffic stops and calls. I was told it was a personality conflict and he would be transferred to another FTO and later I was told they did not want to make him get a psych eval because he was a minority. He was passed through training and a few months after he was on his own he caved in the face of a kid on a traffic stop with his 5 d-cell aluminum flashlight. The boy's father was a lawyer. The lawyer got the training records from the PD and saw my evaluation. I was called in to be interviewed and told what I saw. The city decided to fire him and settle with the family. We do try to weed out these types but the departments are too afraid to take action.

The supervisors want to hire the most questionable and violent police officers. Then the criminals might fear the police. It's working, but innocent citizens are fearing the police vultures also.

With only 700k police officers in the country , this shit can be stopped in about 2 days if the people decide to stop it .

I think a good percentage of the violence against police are retaliation against the bad officers like that guy in the video and it’s the good ones that are really paying the price for it. Then, the bad ones are still out on the streets and basically given free reign with no consequences. I have LE friends, so I know a lot of what y’all have to deal with between the bureaucratic red tape and policies and the streets.

Whoever defends this animal needs to lose their jobs along with him... This is completely unacceptable. The sheriff and whatever other elected officials need to be held accountable at the ballot box and that pig needs to be barred from policing for life. The fact he is STILL on the job is appalling!

Factually, the police resist being recorded for just this reason. It is time for us to demand that police be professional and accept being recorded. If the administrators or the prosecutors will not bring them under control, then there must be a way for citizens to do this.

This video angers me, especially the part where the guy said, "No, I don't think he's a bad police officer. He's just trying to do his job." I can almost guarantee you that if police were held accountable for their actions and Qualified Immunity wasn't a thing, police misconduct would happen less often.

This is why it is also so important for the courts to stop believing police at their word at face value and start looking at all the facts! When an officers is caught lying, he should be arrest and charged on the spot. This is why there is zero trust for law enforcement these days.

"I don't think he's a bad police officer." Seriously? This is exactly why I went from thinking there are only a few bad apples to MOST of them are bad apples. A 'good' cop that doesn't stop a bad cop is not a good cop.
