If a 15 year old can get arrested for stealing, then a 15 year old can get arrested for prostitution, because it is illegal in California. I agree that a teenager should get some help more. However, what if a teenager was getting the help they need, but is still doing the same illegal things that they were caught doing in the first place.

Being young doesn't exempt from the law and knowing right from wrong. Being young just means you know the consequences and depth of things with only the knowledge you have that far. It explains why one may have no concept of the consequences of doing wrong things before doing them at younger ages. It's also why telling someone something is going to hurt or have consequences DOESN'T WORK.
