Charging:
There is some solid advice here: www.quora.com/...
"While the Vita-1000 is on, and the system setting System | USB Power Supply is on, the Vita-1000 can charge on as little as 500 mA, such as from a computer USB port."
Always remember: the ideal charging supply is 1,500 mA (the same as the Vita AC adapter).
Sony did produce an official PS Vita Portable Charger in the early days. I never bought one, and they're now rather expensive for what they are.
The specs for this charger are:
Capacity: 5,000 mAh
Input: 5V / 1.0A
Output: 5V / 1.5A (USBType-A)
If you're unclear about Amps (A) and Milli-Amps per hour (mAh):
Amps is a measurement of the flow of electric current. mAh is a measurement of battery capacity: it means that the battery can hold so many Milliamp hours of charge. To simplify: a 2,200 mAh battery would sustain 2.2 Amps of current for roughly one hour.
