When i try to make a new character it says i have to get a slot, despite having one?

i think you are referring to the warning message it says? you are guaranteed 3 characters. to make more, you must spend AC. if you buy a 4th character and then delete it, you dont get a slot back as in pso2, you dont buy slots, you buy characters
