I believe the paper has now been published and it does indeed indicate that the "crisis" is simply going away with more and more precise measurements. A tempest in the astronomical teacup.

What if the universe is shrinking but our field of view is expanding?

What if there is not expansion, and light gets redshifted over time due to the gradual loss of its energy, required to actually travel through space?

Too much evidence that really ancient galaxies were actually "young" with very very low concentrations of elements with atomic numbers higher than iron. These would be galaxies that had experienced very few supernovae in their young history. Also the CMBR would not exist if the Universe was not intensely hot 13.9 billion years ago.
