For that Hadouken part, yeah in that level there's a secret upgrade capsule. To even get it to appear you gotta do some super specific thing, but once it does Dr. Light (dressed up as Ryu) gives X the Hadouken, and it literally one shots anything in the game I believe lol.

Fun Fact: There was actually a Mega Man X remaster for the PSP called Mega Man Maverick Hunter X and X is actually going through each of the bosses in which you'd use their weaknesses (Chill Penguin, Spark Mandrill, Armored Armadillo, Launch Octopus, Boomerang Kuwanger, Sting Chameleon, Storm Eagle, and Flame Mammoth) I actually had it as a kid and downloaded it on my PC so I could have that nostalgia again
