I've always loved the Punisher, mostly because I'm of the "simple man" mindset where killing is too good for criminals like these, but usually a well-written Punisher story is more clever than this. Frank usually isn't so stupid to walk into a place with 20 armed dudes and just mow them down, surviving only via plot armor and kung fu fighting one-at-a-time nonsense. It's like a bad Batman story that just keeps you asking yourself "how does one of these 10 guys with guns in the room not just simply shoot you in the face while you're doing this?" It just doesn't work with a normal human. Frank isn't so stupid. *(sigh)* Bad story. I mean for goodness' sake, the guy has a point blank shot to kill an unaware Frank and he shoots his buddy instead? Geeze...

No, he hasn't, because in the one he did do before the cop turned on him and became Memento, a villain who never did anything after that since Marvel seems to of forgotten she exists. It's a similar story, but then again, it's The Punisher. There's not really much different you can do when it comes to his relationship with law enforcement in story arcs.
