C-12's Incident Report: "On September 28, 2024, while patrolling US Highway 78, I observed a gray Dodge Ram doing 107 mph in a 60-mph zone. I turned around and initiated my lights and sirens while trying to catch up to the truck. I observed the pickup driving in the turning lane to pass other vehicles while traveling on US Highway 78. I was able to catch up to the vehicle at the red light of US Highway 78 and Commerce Dr, where he stopped at the red light for a second before taking off again and running the red light. The vehicle continued westbound on US Highway 78, going into a highly populated area. I then decided to perform a Tactical Vehicle Intervention (TVI) on the passenger side, away from oncoming traffic. After the TVI, the vehicle started to rotate clockwise, leaving the roadway to the right. At the same time, the vehicle was rotating, and it struck a utility pole, breaking it in half and causing electrical wires to fall to the ground and on top of other vehicles. After striking the utility pole, the vehicle came to rest upright, facing westbound. I approached the vehicle with my weapon drawn and could see that Mr. Hotchkiss's body was slumped over the steering wheel and was not moving. I asked him to open the door and step out of the vehicle but didn't get a response from Mr. Hotchkiss. I decided to approach the truck since I was not getting any response from him. Once I approached the truck, I could tell he was breathing, and I waited for backup. Once other troopers arrived, we got Mr. Hotchkiss out of the vehicle and placed him in handcuffs. While talking to him, I could smell the odor of intoxicants coming from his person. A bottle of BEAM'S EIGHT STAR whiskey was located in the truck. EMS arrived to check on Mr. Hotchkiss but he refused to receive any medical treatment from them. Medics tried to put a neck bracelet on him, but he was being combative and tried to fight them. Mr. Hotchkiss was placed in the back of my patrol unit and was transported to St. Bernards to receive medical treatment. Once at St. Bernards, Mr. Hotchkiss was admitted and transported to the MED in Memphis for a neck fracture. The light pole that Mr. Hotchkiss struck broke in half. The electrical cables from the broken pole landed on top of a parked vehicle (vehicle #2). The electricity burned the top of the pickup truck, made a hole in the roof of the truck, and started burning the inside of the truck as well. Jonesboro City Light and Water was contacted about the broken pole and wires, and estimated damage to the pole was approximately $5,000. Mr. Hotchkiss was charged with the following charges Fleeing (F), Reckless Driving, Fail to Stop at redlight, No Seatbelt, Speeding- More than 15 mph over the limit, Improper Lane usage, DWI, Open container containing alcohol in motor vehicle and Criminal mischief - 1st-degree damage more than $5000 but less than $25000."
