the city is called Pavlograd. Means Pavels City. There is no such word as "hrad". Its "Grad". Means literally "fortified settlement". Same with "Lugansk". Its not Luhansk. There is no such word as "luh". Its "Lug" means "meadow". So Lugansk means Meadowtown. btw "meadow" is russian word and means "where the honey comes from". Russian form of "baer" "meadvedj" means "one who has wisdome about honey". Comes from the same word "mead" which russians use for "honey". Deeper meaning and reason why this word is used, is "slow" "slowgoing" or in this case "slowflowing", or in todays terms "high viscosity"
