South Africa 🌍 has so many exotic good tasting fruits, meat 🥩 and so on that most vessels in the international waters find hard to resist. Moreso, a neutral country in any conflict can act in ways that either of the parties may see as a breech of neutrality, but it is not because denying or allowing the refueling of Russian warship could both be an act of neutrality depending on how you choose to look at it.
