Putin's Offer for Ukraine Talks 'Pure Theater': Hermitage's Browder

Bill Browder, the co-founder of Hermitage Capital Management, says Russia's announcement that President Vladimir Putin is ready to authorize talks with Ukraine is "pure theater," with very low odds of halting the invasion. "I got a 2 percent probability that this leads to the end of the conflict -- I'd love to be proven wrong," Browder said on "Bloomberg Surveillance."
