It doesn't map or stick images together. It simply learns the general shape of the face with neural networks (probably with TensorFlow). So somebody took a lot of pictures of himself from different angles, that's why you always see a blue T-shirt and black hair. Then computer can learn general features and when a new face is given, it tries to draw a completely new face

This thing works with an algorithm called "convolutional neural networks". So instead of explicitly programming how to map a sketch to a picture, conv nets are able to learn how to do that by looking at thousands of examples. The examples are generated by getting pictures of people and running through an edge detection algorithm. The results you see come from a conv net trained to reconstruct pictures from their edges

It seems to me that one reason stuff sometimes doesn't work well is because the tool expects enclosed outlines. So when you don't draw properly enclosed outlines for the eyes like on Shaggy's and Fred's eyes, it can't really determine very well whether those were eyes to begin with, and where they start and end. Not filling in the eyes with black might also work a little better, since, again, it seems to expect outlines, not filled areas. It probably doesn't know how to handle the clothes at the bottom either when the original pictures it's trained on don't include clothing. And again, it probably doesn't help if the lines around the clothing area aren't closed.

I've been looking for something like this for a while, I wanted to see what would happen if someone draws an actual face, the only thing that I think you could do to improve the results is to draw the face bigger, line a zoom on the face, make it barely fit on the canvas, that way you could draw a little bit more detail

They use a neural network to process the input. The output is heavily dependent on how this particular network was trained. Obviously this network was not trained (enough) for cartoons.
