NEC Avenue probably saw the monotony of the original script and wanted to spice things up by remaking (most of) the cut scenes a bit, some taking the whole taunting to another level.
No special unlocking is needed, just head to the options and set the difficulty to hardest.

Looked up some info on Arle's VA's for the series, she's had 3, the one that stands out for this game, and the sequel both on PCE CD, Kotono Mitsuishi aka Sailor Moon's voice actress. This lady has sure done a lot. Starting with the 32 bit Puyo's, Minako Ozawa did Arle's voice overs. Still nice to see Ms Mitsuishi do the voice for Arle for at least 2 games though

It does seem that all music other than the actual battles (Theme, Sticker, and Final) uses music from Puyo Puyo DX, while the battle themes kept the Puyo Puyo CD version 16/06/30

The music is being played via the onboard soundchip of the PC Engine, a few other CD games did this, while some had full redbook arcade music (Super Darius 1, Gradius II, Rainbow Islands), while others had remixes (Super Darius II). They could've gone redbook audio with the arcade music, but for some strange reason NEC Avenue decided not to do that, and decided to keep the CD smaller by keeping it to mainly the spoken audio, and the cutscene music using arranged music. They did the exact same thing with Puyo Puyo Tsuu (probably the weakest port of the game, despite the spoken dialogue, yet the most expensive home version of the game there is).

4:20 As much as Arle likes to go dungeon exploring with an array of Magic techniques in her arsenal, singing doesn't seem to be her good talents. And I can't tell which is worse: Arle with her unpolished singing or Harpy's tone-deaf voice practicing. Dreadful in a singing contest.

Satan's time stamp is off, I think you meant 16:53 instead of 26:53. Probably a very simple typo. Now I wish I either understood Japanese or there is some kind of translation. Facial expressions and audio only give a vague idea what's going on.
