I think that the mechanic got a special deal with Elitás, so that he can use a truly overpowered jet with cargo bob function that is waaay faster than any other jet available. But since Elitás got that jet from very questionable sources and doesn't want it to be in the wrong hands, as part of the deal, the mechanic must deliver the vehicle unseen by any other citizen.

The mechanic is so good, he can drive my rat rod from vinewood to paleto bay in 7 seconds without a scratch, dent or dirt. He repairs your car when you enter your garage and finishes before you can leave the car He only asks for $50 for all his hard dedication.
