For anyone struggling with city builds, it's a hell of a lot easier if you visualize what you want it to look like first, then plan it out, then carve it out with terraforming like if you plan on making buildings and how you'll build them then make cliffs so later you can add the items that will go into making the buildings. Some people are good at building as they go, but for the unfortunate souls like me, it helps to make the rough shape of your city before decorating.
