I think Pim's obsession with starting his own family is because his own family was so broken as we saw in episode 1. He probably wants to have kids so he can be the father he always wanted for them. He's a tragic little man.

Also, every single piece of background character or thing going on HAD TO BE APPROVED by both creators of the show, so everything in this show is done intentionally.
