Build from scratch not an existing tunnel, from Wiki: More than 1.2 million tons of rock, gravel, and clay were excavated; some of it was used to build Otterspool Promenade.

It links Liverpool with Manchester????? No, that's the long way round a direct line (look at the M62). It links Liverpool with the Wirral peninsula to go to Manchester you have to double back on yourself. Why go through a tunnel only to cross back over a bridge?
