In the comics, his true identity is a reporter named Charles Sage, who's dying of Lung Cancer, and he's training Gotham City Detective Renee Montoya to be his replacement. Montoya was just as interesting in the role as he was, and before he died, it also created an interesting angle of that even Batman wasn't sure if there were two of them or if he was a shapeshifter that alternated genders.

The government uses the word “conspiracy” when a statement has been made that threatens to expose something the government is trying to hide. It is their own way of protecting the confidentiality of their darkest secrets, is simply getting the people to not believe those who have found the truth. And while yes there have been many fraudulent conspiracy theorists, when it comes to the ones who were right, the case is often the world found out to late, and the damage has already been done. For this reason, if the government is desperately trying to label someone a conspiracy theorists, that means you should listen to that individual all the more, as he is probably on to something if the government themselves took the time to call them out for “conspiracy”.

It's the same reason they all wear masks (with few exceptions). It's to protect their identity so no enemy they make can get to them through a cherished person. Questions mask, however, is an interesting case. Depending on which version, more often than not his mask is a creation of a scientist that made a bonding agent and a skin like substitute, which hides his face, and can only be removed when a chemical agent is applied, usually in an aerosol can. Definitely worth a few minutes on his Wiki, lol
