I have a workforce 3720 series printer. Can I put my vinyl paper in it to print multicolor images then load to the prism cutter or do I need to do that at all?

I cannot because the MH doesn't have contour cutting features. The MH is the lowest cost machine with the least amount of features. You would need to step up to the LP3 or higher before you will get any contour cutting features.

Does this have an illustrator plugin software option? Like Cutting Master 4? Does Vinyl Master accept EPS files? Layers?

No it doesn't have a illustrator plugin. You would just export your files from AI as .SVG files and load them into vinyl Master. DSR will work with EPS. All version can handle multiple layers.
