I have a 15 I want to make it to make a case MagSafe so how would I use the template

unless you have a case that blocks the MagSafe you should be fine without the MagicRing. if however the case is an issue you should be able to measure off the back of the 15 and transfer the measurements to the case. while the case would attach to a MagSafe, the phone might not charge for the same reason your case didn't allow it in the first place.

It does. I used the ring sticker on an Android phone and it holds nicely onto a MagSafe charger stand and the BoomBottle. You just need to make sure the S on the ring is positioned to the bottom to ensure alignment with the MagSafe. This said, our Android phone does not support MagSafe charging so while it magnetically hangs on, obviously no charging.
