The chip you removed was the eeprom. The same chip that stores the Vin is the same chip used for storing the station presets and things like volume, bass, treble and fader. All of those functions will not stay in memory without a eeprom.

If the same model of the radio, yes. You can solder your old chip and the security data will be transferred. If a different model, only if they actually use the same way of storing data in the chip or it will not work correctly.
