Only if you know the act is Good or Evil by their definitions and still do it - You can be defined as one. People aren't born either and it is not taught either. One can be born into society where the concept doesn't exist because you don't have the knowledge of it. Only if you know the definition and have a chance to commit one of the two and do it. Only then you can be defined.

A good villain tells the truths about the world an how things really are. Because they don't care about making people like them. So they can speak the truth where as others lie or hide the truth. Because they want people to like them or accept them. But a good villain doesn't care about what other people think about them. So they say how things are without holding anything back or sugarcoating it. They point blank say this is how it is like it or not. Like many good villains a cross multiple things. Say people live an people die you can't save all of them. Now go to the heros in those things we can an have to save everyone. The rules of reality are on the villains side because no matter what. Every one dies the hero can only dealy someone's death but that's it.

Here's another example from the Friday the 13th TV series non spoiler. But basic idea cursed items an not in a good way. At one point one of the good guys says we got the item now let's just leave. When someone was going to be killed the others say we can't leave him to die. He goes we can't save everyone but we can stop these items from hurting an killing others. The others look at him an start to think he's losing it. When in reality he understands the truth that you can't stop others from doing things that will get them killed. But you can remove dangerous things that hurt an kill people an keep them out of the hands of others. So keeping those things out of the hands of others is the number one priority. Not trying to keep everyone alive from the consequences of their own actions even if they die. But just him saying that makes the others question his moral compass.

Wrong, that is solipsism. The villains and heros are entitled to their opinion in stories but Evil and Good is defined -- even in their universe. To justify ones action doesn't make you one just because you think it's the right thing to do. The definitions do not care about your feelings nor point of views.

OP is right Evil is a matter of perspective, reminder that good and evil are human made concepts, animals have no idea of what good and evil is they just follow their instincts. What you're describing is the common trope of "1 big bad guy who wants to burn the entire world" so "everyone" or at least a big group antagonizes them and calls them "Evil". Reminder that Heroes can also be villains, in a Country vs Country war scenario/story the Hero of one country can be the Villain of the other and viceversa, limiting urself to solipsism is a narrow way to view Good and Evil.

To define Evil or Good, you must give him an opportunity. And even then, it's only at that moment. Because said human can commit both in his life-time at least once. Nagato was actually correct to an extent. This world is constantly being ravaged by war, no matter how small or large said wars are, and, as such, Pain’s philosophy is actually largely applicable to the world that we live in. It’s possible through understanding and empathy. And that’s one of the scariest things about it.
