The reasons for the increase in people with an extra finger is because the gene that causes polydactyly is actually dominant over the one that causes 5 fingers. However the gene is still incredibly rare. It appears in one in every 1000 births in the USA, One in every 150 african-american births and is more common in men. It occurs with the same frequency in the UK and majority of Europe. I'm not entirely sure about Asia though.

The Dog for a mayor is usually a thing in small towns that don't need a government to take care of they're town. Pot holes on the main street? Let's get a work party together. Someone's kid went missing? Teachers and the pastor's wife watches the young kids, everyone else go look. That sort of thing. Plus at every significant thing that happens like a new store opening, there's always a cute dog on stage!

idyllwild, ca actually doesn’t have a local government because it’s an unincorporated town, so mayor max has no governing power lol. in 2012, a local animal rescue held an election as a fundraiser where people could nominate their cats and dogs for mayor, and that’s how the town is able to have a golden retriever as the mayor. from what i could find it seems to kinda be like a town mascot position
