Although impractical but I guess solid hydrogen should be most effective against neutron radiation (most number of nucleus in a given space)

Not really as it will also become radioactive very quickly and in brutal amounts as neutrons will be absorbed super quick and may go above tritium to h4 to h7 short lived but energy dump would be brutal
