I think he means is at night, hes more susceptible to kryptonie weaponry which most of the villains do when fighting superman to try and get an edge. Keyword try. and with no sunlight...hed be easier to control. Though the second he gets sunlight, its over for them bitches lol @@olivierdorval1090

Oh, they know, it's just kept top secret and with no physical/online record. It's how they got his blood as Superman after Ally temporarily depowered him, but when he awoke from being treated in the ER he was in a normal room and normal attire as Clark Kent.

The government probably knows but not for that reason you mentioned, Sam himself mentioned that Clark is careful with the way he flies and that he takes precautions (unlike Jordan) I think that the high profiled people in the DOD probably know Clark is superman, when Ally temporary de powered him, he came into the hospital as superman, but woke up and left as Clark, besides his blood, I doubt there is any physical or online proof to show proof tho.
