yes you can! if later on i'd tucked a card under it that had the right tag, i could use it again. the rules suggest that every time you run a card like this, put a carbon cube on it to remember how many times you've done it in a given round so that you can keep track of upgrading potential :)

Countries not controlled by big oil AND working together to fight global climate change? So this has a fantasy theme. Looks good. Though usually I'm in the mood for games more grounded in reality, such as Gloomhaven or Aeon's End.

you're basically describing playing the game on the hardest difficulty level (there are "challenge cards" you can add that emulate the worst of humanity fairly accurately)
