Brown envelopes tend to reduce acts of police violence. Changes negative encounters from beatings to negotiations. Brown envelopes from the owners allow later closing hours. The remedy is bigger brown envelopes from the local residents to manage the noise better, not breaking a highly functional system. I'd much rather be arrested in Thailand than in any major urban center in the USA. And I don't even know how to negotiate appropriate reimbursement for whatever trouble I've caused.
