It has a solo mode! Solo mode is essentially the same as one player playing both parts of a two-player coop game. I haven’t tried it.

Oh that looks like a very fiendish puzzle! I can very easily see players falling prey to analysis paralysis with the card placement. So many options! It reminds me of Hokkaido a little bit.
