In Depth - Special Status for States

Parliament has witnessed continuous disruptions over many issues. One of them was the demand of the legislators from Andhra Pradesh for a special status for their state. This was a promise they claim was made in Parliament when a separate state of Telangana was carved out in 2014. The Centre has replied that while granting Special Status was not possible... Andhra Pradesh could be given a special package that will have the same benefits. Our focus today is to consider in depth .... questions about what exactly is special status for states ... what are the benefits it confers on individual states ...and how does it promote their development.

Someone is saying that Rajasthan,chattisgarh,bihar and odissa are demanding for special category status . When there is a demand for Telangana there is also a demand for vidarbha,gorkhaland,haritpradesh,bundelkand,north Karnataka but still you divided the state nothing happened the other states not made any ruckuses like that you can give special category status if you intended to give but your intention is not.

Things got mixed up in between the programme while comparing the Special Status(As given under the Constitution) and the Special Category Status(From timespan 9:50 to 13:50). It is not clear whether the report is talking about the Special Status or the Special Category Status. +Rajya Sabha TV, please clarify.

Please make a correction - In the video at (25:20) NITI Ayog was a new body constituted in 2015 and it was not the reanaming of Planning commission. PC was completely scrapped in 2014.

Our former prime minister Dr Manmohan Singh said Andhra Pradesh should given 5 years of special status and then M.P Venkaiah naidu and now he is vice President promised 10 years special status to a.p and before 2014 elections Modi also promised special status of BJP came to power. Now I am questioning as a citizen of Andhra Pradesh what happens to all these promises. What's the future now here. Demand of AP was just a political propaganda and if we see as a nation neither constitution say nor Andhra is eligable for special status .asking special catagory state by Andhra is opening pamdurabox for others states also.And also after 14th finance commission,states grants are increased from 32 to 42% and now after GST states and union have equal share in tax (excluding direct tax)so giving special status to Andhra is neither constitutional nor legal or moral.

Hallo Rajya Sabha TV get your facts checked before you present to the nation. As per your sources interviewed, never ever 14 Finance Commission mentioned nor denied of Not granting any Special Category Status to any states. 14 Finance Commission is actually a statutory body derived by the Laws from Parliament and not a self Governing body. And by the way check the statement from president and vice president of 14 Finance Commission denying of any such Not granting any Special Category Status to any states. The parliament is the Governing body to the 14 FC and which be pass the bill to grant the SCS (Special Category Status). And since PM is the Head of the Parliament the then PM Mr. Manmohan singh of Congress Party has Promised SCS on Floor of the House To Andhra Pradesh for 5Years period but the then Opposition BJP Party heads Mr.Arun Jaitley & Mr. Venkayya Naidu demanded SCS for Andhra Pradesh for atleast 10years as the state is Bifurcated without the connect of Majority Andhra People . And for this reason now Andhra Pradesh lost its capital Hyderabad to Telangana and Andhra had no Capital and deficit revenues. Hyderabad is the only source of Revenue of 85% to United Andhra pradesh. But after division present Andhra Pradesh is the only state in the country without any Capital city and with no source of income. And looking at our surrounding states all are well developed with Bangalore, Chennai,Hyderabad etc Andhra Pradesh is now with no infrastructure and not even Permanent Gov offices to function. And now what is happening in Parliament is Our Right to Demand SCS to Andhra Pradesh and to implement the AP Bifercation Act which is the Law. And this Modi BJP GOV is cheating the 5cr Andhra people to fulfill its rightful demands and hiding its face in shame for the last 14 days to Face the No-Confidence motion presented by TDP & YSR party of Andhra and playing politics to gain its strength in South to gain Power instead of acting according to the constitution of India. This shows the arrogance of North India MODI BJP Party in suppressing the South India especially Andhra. Being a Majority Gov does not mean not hearing the voices of its allies or the states. This a Dictatorship in Disguise of Democracy. I wonder where is India heading, and if it continues like this in this Co-Operative Federal system then its a Black mark in the History of this Great Nation India.
