Not really a big question, the Secret Service has responsibility, that's their mandate. Yes, they work with local police, etc, except they are still in charge. Secret Service decides what has to be done, other agencies just provide manpower. The other agencies don't make the decisions. Now if the police were told to put a man on the roof and they didn't, that would be the police responsibility, but so long as the police stationed people where they were told to and such, everything else is the responsibility of the Secret Service.

To the Lady's point, I expect you will find its related to the nature of property and warrant laws in the local jurisdiction. You can't simply be federal agents and say "I want to be on that roof" unless its a federal jurisdiction in some way like a National Park. So my guess is, that "property" required local police authority to secure effectively based on property boundaries and not geometric boundaries. People need to remember that we dont use "as the crow flies" for laws we use actual measurements tha have to be established in law and documents about the boundaries of those regions with respect to the purpose of those boundaries ... like zoning laws, etc.

I think you also have to consider the human nature of the circumstance. Its likely in some situations the Secret Service pulled rank and created some confusion over which authority to respond to for given situations leading up to the event ... a break down of command and control based on territorial approach to jurisdiction.

Boss takes the ultimate responsibility-good or bad. In this case she happened to be woman. In olden days, department heads resign due to moral responsibility. If she says it is her responsibility, and if that fails, then she should stand down. Otherwise, who is accountable here. Some low level joe who reported but no one cared. Assume a safety violation in an industry gone wrong: Janitor reported the safety breach, but the superior says that is not his/her job?

It seems there was some kind of miscommunication between local law enforcement and secret service. Perhaps local police did not really have understanding or the knowledge how to secure buildings and should not have been responsible for securing buildings. but secret service should have had eyes on the roofs and line of sight anyway.

Why isn't there any mention of the gunman's KZbin account? He was wearing a DemolitionRanch shirt. What that means is that he is likely a frequent KZbin user. If they can get on his computer or even log into KZbin on any computer using his KZbin/Google ID, they can find his KZbin/Google account and see his channel subscriptions and comment history. That should reveal a lot about him. I hope they aren't so incompetent that they didn't think about this from the start.
