In "The Girl on the Jersey Ferry", Ralph McTell is singing about a girl with a white dress on who he fell in love with but never saw again after the ferry. I think "girl on a bicycle" is about the same girl as in "the girl on the Jersey Ferry", and depicts the way that when you meet someone and never see them again, they stay the same in your memory.
