So strange that with almost 900 hrs, all the dlcs and level 95, I maybe stumbled across 20% of these random encounters.

Maybe you leveled up too fast, or you used fast travel.

Most seem to stop around level 30. The house near the Drumlin Diner is reliable for random encounters, but then they just stop. Others continue on the Eastern side of the map, so probably higher level encounters. To spawn more of them stick to the roads, and don't fast travel. Also, follow the tall power lines. A lot of things seem to happen near them.

The scavenger and hatch one actually longer than that, the scavenger will run until far enough and activated the explosive, then came back and go down the hatch, if you follow him down right away he'll immediately open fire. If you wait for a bit he'll just disappear.

There is a "Hot Spot" as you put it. Right outside of the Vault 111. As soon as you start the game. After leaving the vault 111 turn right head towards the power line, and pass the Mole Rats. In that area you will find one. I found a man begging for water, another time I found a man selling a dog, another time I found a grave with a note on it, a ton of other things. I didn't know why this was happening but know I do. I just wanted to share it with you . Thanks for this video now I know I'm not going Crazy in finding thesis area's.

Indeed. So if you wan't specific encounters like The Scribe and Smiling Larry. Just make a hard save just before entering the hotspot. Load game till you got who you wan't. You def wan't both of the lvl4 merchants and your best bet is just where Oxhorn has showed.
