People really forget that the whole reason all the people of the hidden leaf survived Pain is cuz in a split second, Tsunade summoned Katsuyu, split her, used her to transmit her chakra and heal everyone then got them to safety and STILL stood her ground against the bastard who attacked them. That and she was MVP (second only to Oonoki) against Madara in the war and again saved all the Kage from death while split in half, then went on to fight against the 10 tails. In his novel after the end of shippuden Kakashi himself stated he was much more powerful without the sharingan. Without it he could actually utilise his 1000 jutsu without constantly running out of chakra. On top of that he developed the purple lightning which completely replaced the need for raikiri.

Kakashi May have lost his sharingan but it benefited him as well. When Obito gave Kakashi his sharingan, Kakashi couldn’t deactivate it. The sharingan would drain Kakashi’s chakra as long as it was active, hence why he covers his eye. When he lost the sharingan, his chakra returned instead of slowly draining allowing him to get more stamina. Plus Kakashi still knows the jutsus he’s copied.

Don't complain, this ranking is correct and well explained. Tsunade wasn't even the first option to be Kage, the elders chose Jiraiya and he declined because he did not want the shackles of an office job. Mostly known for her three way deadlock and for throwing punches that kill absolutely no one outside of white Zetsus, only OP thing about her is her summon. As for Kakashi, he is above Hiruzen for a very brief period of time - when he gets both Obito eyes during the war and has a Susanoo. But I don't see him being able to battle the Edo Tenseis of both Hashirama and Tobirama as well as Orochimaru. We saw him struggle against many enemies throughout the series, most notably being one shot by Itachi. So Hiruzen is rightfully above him.

Every one is forgetting that he had more work than naruto plus the village just suffered a huge blow because of great shinobi war and he too was growing old , not to mention his work and constant pressure because of the elders and danzo . fun fact kakashi said he got stronger after losing his sharingan eye. the reason for this is because the visual jutsu made his chakra reserves smaller because it was constantly on (he couldn't turn it off because he isn't an uchiha). he is way stronger than the 3rd (imo) not to mention he still has the 1000+ jutsu he already copied and he mastered all formes of chakra nature.
